the skulls are there as secrets to find in Halo 3, you get achievement points for finding them and picking em up with RB button there are about 16 in total, if you go to the campaign lobby after collecting some(skulls), press X button to edit campaign options, you can view and turn on the skulls you have already got, turning them on gives points for a meta game (when you play campaign after turning on at least one skull), after you reach a certain limit of points, you can win achievements in each level.however, turning on the skulls, makes the game harder (enemies more powerful, less ammo, un-recharge-able health meter etc..)- the more skulls turned on, the more points!!! you can find some online skull location walkthroughs and what they do here is one:
