As child Link, the first thing to do is go up to the top of the waterfall and play the minigame in order to get the Silver Scale. Then, dive into the warp to Lake Hylia and dive nearby to get the bottle with Ruto's letter. Show this letter to King Zora, and he'll (very slowly) move to let you through to Zora's Fountain. Get a fish in an empty bottle, and release it near Jabu Jabu to get into the dungeon.
As adult Link, go past the frozen King Zora and to the Ice Cavern. Go through it to get the Iron Boots, and make sure you have Blue Fire in a bottle. Release the Blue Fire near King Zora to unfreeze him, and you'll get the Zora Tunic.

Most of them are in the water in Zora's Domain. But seven years later they're under the ice in Zora's Domain.
There are no Zoras in this game.

In Zora's domain, down by a few Zoras just standing around, there is a tunnel to an icy area. There you will find Ashei. Talk to her and she'll give you a sketch of the beast.
Go to Death Mountain and bring the lava rock to the throne room.

At least to my knowledge, the Zoras have always been a peaceful race. They, like the Gorons and Kokiri, are denizens of Hyrule and serve the royal family loyally. They are treated as equals (or, at least, not treated as inferior) in the Hyrulian society, and therefore have no reason to be unfriendly.
The tears are an your map but if your in koriko village some are at death mountain and the grave yard at lake hyila one is in castle town some are in the cave and zoras domain but they are on your map
