Without speaking to the person who wrote or said this, it makes it a little difficult to knew exactly what was in their mind. It may have been a vague generalization that seeks to add meaning to the activity of gardening, or to add a spiritual dimension to it.

On the other hand, if a person is a biblical Christian, they will know that Adam, in the very first garden, enjoyed unbroken fellowship with God almighty. This then would be what is being referred to. The act of gardening being a return to mankind's very first job, and the perfection and peace that accompanied it. Gardening is thus in its essentially peaceful, creative and useful nature something which is close to God. Even more basic possibly than this is its closeness to the very elements of earth from which man himself was created. In so occupying his time man is thus returning closely to, and interracting with the earth from which he was formed.
