Some states provide ID's that are not drivers licenses. It's called a Non-Driver Identification Card, or Non-Driver ID. You get them from the DMV. But you need a certain amount of documentation to get it. In New York State, you need 6 "points" worth of identification. Like, a U.S. passport is 4 points, a high school ID with report card is 2 points, a Social Security card is 2 points. For people under 21, a Statement of Identity signed by a parent or guardian, in the presence of a DMV officer, is worth 4 points. You should be able to get the forms and information you need from your state's DMV website. Try Googling the name of your state, plus "dmv non-driver id." For example, "new york state dmv non-driver id."
They are issued through the DMV for your state.
