To earn the sign of the star, you need to be a Girl Scout Junior.
There are five steps for completing the Sign of the Star:
1) earn a badge that teaches you a new skill or that is a topic you know nothing about
2) Do at least four activities from the following badges:
A Healthier You
Being My Best
Looking Your Best
3) Demonstrate or display one of your talents to your troop or others.
4) Complete two activities from the "It's Great to Be a Girl" chapter of the Junior Girl Scout Handbook.
Note: The Junior Girl Scout Handbook and the Junior Girl Scout Badge Book are being discontinued. As of September 2012, the new "Girl's Guide to Girl Scouting" will be the books used and the Sign of the Star will no longer be required.

For example, to become a part of the Girl Scouts of the USA, one can go on their not-for-profit website and sign up there.

You must get permission from the board before you begin, then all you have to do is complete a project with the help of other Scouts to help the community. I.e. re-doing a sign, cleaning elderly people's yards, etc.
