Have your car repaired through your Insurance Company on your policy. It is then their task to obtain the costs from the person that hit you.
The one responsible for that is the person who own the car that hits your car.
Who actually gets sued is up to the person that got hit, but ideally the person who hit your car first and not you.

The person who hit the car, if "at fault" would be responsible. If the person driving your car was the one at fault, then it would be your insurance that would have to cover it.

The shoes do not really explode off of a person's feet when they are hit by a car. The force of the car does sometimes knock the shoes off of the person or even knock the person out of the shoes.

In Florida you need to give the other vehicle owner your info. If they are not in the car you need to put a note on their car with your info. Calling the police is best as you can get a police report to prove it. As long as you get your info to the other person or the police, it is NOT a Hit and Run. If you flee the scene without giving your info to the police or the other car owner, it IS a Hit and Run.
