That is not an easy question to be answered, there are many factors that are needed to sustain life. Many of which Saturn does not possess. To start with, Saturn is a Gas Giant and not a rocky planet so you cannot physically stand on it.
You would probably have better luck trying to live on one of Saturn's moons such as Titan.
Given the extremes of temperature, the higher gravity and the enormous winds of poison gases, it would not be possible to survive on Saturn, give current and projected resources.
Frankly, it is unlikely to ever be worth the trouble.
A settlement on Titan or another moon would be far more feasible and practical. Or simply an orbiting colony in a ship that had it's own ecosystem. If the ship was in a proper orbit around Saturn, it could take advantage of it's radiated heat or it's hydrogen atmosphere for energy.
