One refrigerant that is chlorine free is cfc-22. This refrigerant has gained popularity in the past few years in many homes.
Wal-Mart do not have r22 freon, this is a false ad.
It is an alternative to mostly banned CFCs (most infamous of which is R22), and to be phased out in the future HFCs (R410a, R134 and similar). That being said the general consensus is that R600a (isobutane) requires compressors/systems specifically designed for it. The most suitable HC or natural refrigerant substitute for R22 is R290, which although shunned by the industry will perfectly replace it with an efficiency increase of about 20% without any retrofitting or other adjustments.

They say price of R22 will not impact customers until 2030, so to answer your question it won't be expensive. I live in a condo and to replace it with R410A or puron requires that they replace my old line set. I myself am struggling with what to do right now. Should I save our planet because R22 destroys ozone or should I spend my own time and money on upgrading to a newer system which is less damaging to earth. I am not even sure anymore when I hear that 30,000 scientists are signing petition in US that greenhouse do not cause global warming. I am inclined to believe that the world is ok or will be ok. But I don't know what I may believe in tomorrow.
