you shouldn't have to ask your parents if you can date, it's your body, mind and life so go and meet people hang out with them, if you feel like it tell your folks you have a boyfriend/girlfriend if you don't want to you don't have to tell them, but they have no right to control your personal life, if you feel like you can give them a heads up that you plan on dating.
Take a deep breath and tell them that you think you are mature enough to start dating. If they say yes then great if they say no respect their opinion or ask them why they dont want you to date yet.
Because they may not say this but,they dont want you to grow up and start dating because normally dating causes tears and kisses.
