Not really sure if there is a difference between "official" and "technical" or "astronomical" start to summer. Northern Hemisphere summer begins-- astronomically/technically-- at the moment of the summer solstice, June 21. The solstice is when the sun reaches its highest altitude in the north, the Tropic of Cancer. I believe another way to think of the summer solstice is when the plane containing the earth's pole and the center of the sun is exactly perpendicular to the earth's orbital plane in June.
