you don't need to cut your hamsters nails because they usually bite them to make it shorter. But if you like, you can take it to a vet or a grooming place and they will help you cut their nails. I wouldn't attempt to try to cut their nails.

No, you must not cut a rat's nails. They depend on their nails for climbing and balance and to mutilate them in any way would cause stress to the rat.

As well, if you attempted to do this, you'd risk injuring the rat and also possibly leave the rodent vulnerable to infection.

Perhaps you should discuss your reasons for wanting to do this to a rodent with a veterinarian or animal clinic.
