An eagle uses its wings to move and fly as most birds do. The wings move up and down in order for air to flow through them and allow the eagle to move forward through the air.
I am able to move easily through air because I am a gas with very low density, allowing me to move freely between the particles of the air. Additionally, I do not experience much resistance as I move through the gas due to my atomic size and structure.

If you are close enough, and the air only has a small area to move back-and-forth in, then you could feel the air moving. Place you hand over the hole in a sub-woofer box, you'll feel the air moving.
