You can but you shouldn't use soap or sea salt. You can just use warm water and a cotton ball or q-tip to clean up any dried blood but don't try to get it really clean. That'll just irritate it and probably make it bleed some more.

========= Just plain water will clean dry wall dust. You might just have to keep getting clean water and repeating. I usually use a shop vac first then clean with water. Good luck.
