The Ten Commandments tell to not kill. Here they are: 1. Thou shalt have no other gods before me, 2. Thou shalt not make unto thee any graven image, 3. Thou shalt not take the name of the Lord thy God in vain, 4. Remember the Sabbath Day to keep it Holy, 5. Honor thy father and thy mother, 6. Thou shalt not kill, 7. Thou shall not commit adultery, 8. Thou shalt not steal, 9. Thou shall not bear false witness, 10. Thou shall not covet commit thy neighbor's wife, nor thy neighbor's goods. This is the abbreviated version.
The entire text is found in Exodus 20. But to understand the commandment, it is important to know that God instituted capital punishment in the very next chapter. The true meaning of "Thou shalt not kill" is found when Jesus stated it: "Thou shalt do no murder." Matthew 19:18
