People are not prone to believe someone that is not successful. While it is a generalization and stereotype, poor people tend to be less educated and less nsuccessful in their lives. This makes people less likely to listen to what they say and their suggestions. After all, if you want to be successful, who do you listen to, the person that is successful? Or the person that is barely able to make ends meet?

The phrase means that the opinions or statements of a poor person are often not taken seriously or given much credibility compared to someone who is wealthier or of higher social status. It implies that socioeconomic status carries influence in how one's words are perceived or valued.
