Well it could mean the seafood is fresh because it just came off the boat. I think that is one reason that people like to buy fish at Bubba's Marina instead of the grocery store. They can see the fish come off the boat right while they are standing there. So they know they are as fresh as they can get. Most of the fish are not sold right here in Virginia Beach. Most are iced up and loaded on a truck and taken to New York. Still the fish are least one day older when they are sold in New York. Don't worry they are still good.
It can also mean a recent immigrant, or any imported item not yet on the retail market.

Then stall engine by putting fogging oil into carbs, turn fuel off disconnect batteries, spray engines with wd40 job done
To go on a boat would be "to embark" or to "go on board." To go off the boat is to "disembark."
It is spelled U-Boat not you-boat.
Thats not true. Salt water is more dense than fresh water so the boat wont sink as much
Benjamin Franklin. He was fresh off the boat from a 11 year residence in London, and some thought he was a British spy.
The boat will sink lower in fresh water. Try floating in the ocean versus your pool. You will see it is easier to stay afloat in salt water.
A plank of a boat.
Getting "juiced" means getting told off
