Yes it can be reset without going to the dealer and you will have to pay for it. It will require someone with a scanner. How did you arrive at replacing the oxygen sensors. I own a shop and a customer came in Friday with the same codes. Using our scanner and it's troubleshooter guide, we replaced a cracked vacuum line and cleared the codes. Code is gone without replacing anything except for a vacuum hose. A lot cheaper than jumping to conclusions and replacing perfectly good parts.
Have you had your 4 oxygen sensors replaced? It turns out when they replaced my oxygen sensors, they were after market parts so the service engine light did not come and gave codes even though they were replaced.
If you have not changed the Oxygen sensors I would do that. The O2 sensors ( which are a maintance item) need to be replaced when you have incorrect fuel delivery problems. Mark I had the same codes on my 96 Silverado and it was my fuel pump. Usually your 02 sensors will have a {no activity},{no response} or {heater circuit malfunction} when they are bad.

I think on the 97 it was 3. (On my 99 it is 4) Good luck identifying Exactly which ones you need replaced since two of the 3 are on the same circuit so the bank and circuit error code will result in a "One of Two or Both " guessing game.
