If the seat is wore down you can put more padding in the seat or make sure the springs are functioning properly. Easiest way just sit on a pillow with a seat cover over it.
Most cars with electric powered seat adjusters have no way to adjust them manually. That said, their may be some exotic brands that have both, and some have only an electric drivers seat and a manual passengers seat.
Looking from the front of the motor it is turning clockwise, sitting in drivers seat it is counter-clockwise.

Probably not the fuse. If you hear a clicking noise but no movement then the power seat unit is shot. You have to buy a $450 new unit as it comes with the seat rails as well. check ebay. Fred
The only way I know is to remove or raise the console up to allow the star wrench room.
