John is reminding the readers to love one another here. It was an "old commandment" in the sense that the Jewish people were to also show love and consideration to each other. Jesus also had made this the second most important commandment, "to love your neighbor as yourself" decades earlier. But it was "new" in the sense that the "love" showed to each other was going to have to be greater than ever before because of the new trials Christians would be facing.
