What it actually means is that someone stamped 24KGF on them.
What it may mean, assuming they're not fake, is probably "24 Karat Gold Filled", or in other words, there's a thin (but much thicker than electroplating) surface layer of pure gold over a body of "base metal" (some alloy that's cheaper than gold; most likely brass).
I don't know why the term "gold filled" is used to refer to things that are actually "filled" with something other than gold, but there you have it.
