Normally it means that you have to do that movements twice. For example, R2 means that you have to turn the Right (R) face twice, 180 degrees.

The term PLL is part of a method called "Fridrich" which is used for speed solving the rubik's cube. The method consists of 4 stages: -cross (making a cross in any side of the cube) -F2L (First 2 Layers) -OLL(Orientation of the Last Layer) -PLL (Permutation of the Last Layer) When you have a PLL skip it means that after you finish the OLL the cube is solved.

There is not just one sequence or algorithm, It takes lots of different steps and cn differ to what situations you get in with your cube. It is not too hard to learn how to solve one but it may take time and hard work. Some people get it faster than others.
