Part of what it would have done is made it so that if one member of the League was attacked by another country, all other League members would have to declare war and help the defender. Senate Republicans led by Henry Cabot Lodge said that that would mean that Congress would lose its constitutional authority to declare war. Their opposition meant that President Wilson was not able to get the two-thirds majority needed to ratify the treaty.
