1) They both relied on the Tigris and Euphrates for much of their water supply. Most main cities of both empires were built on the banks of one of these two rivers.

2) Their languages were all based on the same ancestor language - Akkadian. Assyrian and Babylonian are close enough to be considered dialects of one another, both stemming from Old Akkadian, spoken and written in the late 3rd Millennium BCE.

3) Bonus - the empires had similar political structures - they were based around a capital city from whence a King ruled over a large number of cities and agricultural rural areas.

Babylonia and Assyria were two sister states of ancient Mesopotamia who competed for dominance. Assyria had better climate and was militaristic compared to Babylonia that was more into trade and agriculture.

Well, the Assyrians were brutal when conquering armies. The Assyrians tended to be ruthless and kill mercilessly. That is probably what brought out the end of the Assyrian civilization--so many other civilizations hated Assyria that they teamed up against Assyria so that it would be conquered.

They tended to kill the people they captured (after conquering the land), and did not rule very "nicely", either. They believed that ruling by brutal force was more effective.

The two neighboring sister-states of ancient Mesopotamia competed for dominance and as such grew widely different in character. Assyria and Babylonia were parts of the ancient Mesopotamia. When the Assyrian empire fell in 612 B.C., Babylonia stepped in and became the most powerful state in ancient Mesopotamia. Assyria occupied a highland region north of Babylonia on the east side of the Tigris.
