The Bible tells of two instances prior to the setting up of the Law covenant in which a tenth part of possessions was paid to God or to his representative. The first of these was on the occasion when Abraham gave Melchizedek one tenth of the spoils of his victory over Chedorlaomer and his allies. (Genesis 14:18-20) The Apostle Paul cites this incident as proof that Christ's priesthood according to the manner of Melchizedek is superior to that of Levi, since Levi, being in the loins of Abraham, paid tithes, in effect, to Melchizedek. These two accounts, however, are merely instances of voluntarily giving one tenth. There is no record to the effect that Abraham or Jacob commanded their descendants to follow such examples, thereby establishing a religious practice, custom, or law. It would have been superfluous for Jacob, if already under a compulsory obligation to pay tithes, to vow to do so, as he did. Nowhere in the Bible does it say to tithe 10 percent. The word tithe means a tenth, or a tenth part, NOT ten percent. There is a big difference. Example: In Leviticus 27:32 God said the tenth animal is the one to tithe - the LAST ONE out of every ten. If you only had 9 animals, you wouldn't tithe. If you had 19 animals, animal number ten would be the one to tithe. The Biblical tithe was never money, and never came from anyone's income, and was to be eaten by the tither, his family, the Levites, the priests, the widows, the orphans, and the stranger. God defined His tithe in Leviticus 27:30-33 to be a tenth of crops and animals. In Leviticus 27:31 God says you can redeem (buy back) your tithe of crops, but to do so, you must add one fifth (20%) to the value. There is no late fee of 20%. The animals could not be redeemed. The tithe, itself, could NEVER be money.
The Bible commands a 10% tithe. I've always been taught, if you tithe on your net income (take home pay) then you need to tithe on your tax return. However, if you tithe on your gross income, there is no need to tithe on your tax return. I say, pray on it and follow the lead your given.
