This is a common phrase in the Ozarks where I live, years ago, folks around here would let their hogs run free, and gather them in the fall. They hogs would forage on mast and survive as best they could. It is said "even a blind hog finds an acorn once in a while" to express the thought that even the most incompentent can get lucky on occasion.

i dont know the EXACT ANSWER. but read the words. blind means you cant see, obedience means basically to follow directions, do whats right, take orders, be on good behavior. so i say that the answer is, even though someone isn't watching you, you should be on your best behavior.
If the parent went blind due to an accident or a birth defect (born blind) then no. But if the parent has a disease that caused them to go blind then it is possible to inherit that as a child.
