It means that even though something may appear valuable it may not be.
For example, you may meet someone who acts like a great person and you want to be their friend. They appear to be a good friend (they glitter) but it turns out they stab you in the back and you realize they are not a good person (they are not gold)
It can be used in many situations like buying a used car that turns out to be a lemon.

If you mean pyrite or gold- gold is soft- pyrite is brittle. Gold melts easily- pyrite does not. Acid dissolves pyrite, but not gold. Finally- you may have heard "All that glitters is not gold". It SHOULD be "NOTHING that glitters is gold." Natural gold may be shiny, but does not glitter- like pyrites will.
