A:Exodus chapter 23 was written by the Priestly Source who, writing during or shortly after the time of the Babylonian Exile, was concerned with ritual and the role of the priests in society. The chapter contains a list of rules to be observed, written retrospectively to the time of the biblical Exodus from Egypt, almost a thousand years earlier. Much of the chapter is concerned with forms of sacrifice and with maintaining ritual purity, even to the extent of refusing to allow foreigners to live in the land of the Jews (Exodus 23:33).
