That God made it.
Genesis 1:28 and Genesis 9:1.
Jehovah God laid out simple mandates for mankind right after they were created: Fill the Earth with their offspring, have all of the animal life, as well as the Earth itself, under control. (Genesis 1:28) He gave them the command about the Tree of Knowledge also (Genesis 2:16-17), which had a deeper meaning. Adam and Eve would have the choice of submitting to Jehovah's sovereignty or not, all based off of whether they would eat of the fruit or not. Even in the Devil's conversation to Eve, he was telling her that if she partook of the fruit that she would be like God (Genesis 3:5), meaning that she would be in a position to determine what was morally right and wrong, something that mankind wasn't born to do. (Jeremiah 10:23) In the future, Jehovah will once again assert His sovereignty upon the Earth by means of His kingdom. (Daniel 2:44) By means of it, mankind will then be led to an unending period of peace. (Isaiah 2:2-4) (New World Translation of the Holy Scriptures)
