No one can know the answer to this question in a scientific sense. Since God or gods act outside of nature. So god may exist or not but there isn't a shred of evidence in support.
For most people God controls whatever they think he controls. God and his powers are a manifestation of a person's needs. He controls what they need to think he controls. It is a matter of belief and not reality.

The majority of scientists believe in what is called non-overlapping magesteria (NOMA). These scientists believe that metaphysical questions belong to the theologians, because it doesn't apply to reductionist matter. More recently a group of scientists, including biologists, physicists, neuroscientists, psychologists, philosophers, literary critics, and intellectuals have questioned the validity of NOMA. These scientists say that science does have things to say about religious belief. These scientists are pure Reductionists whereas religious believers are Holistic in belief. This group of scientists say there is no observable evidence or proof that anything in nature was guided, controlled. They say that if God intervenes in the universe there should be measurable evidence there that is not observed. They say the universe looks like it would be expected to look in the absence of divine guidance and control.

God is in total control in what he has planned for mankind at his own time. or Not total and complete control. If God had absolute control over EVERYTHING then he should be the one answering for all sins, not the sinner, as he is in control of the sinner. But we were given free will. God does not have absolute control. or I don't think so. If God is in absolute control, then why is there evil, famine, wars, earthquakes, volcanic eruptions, tsunamis, etc.

There are two answers and they both arrive at the conclusion that you can not control the spirit of God. Either God exists and is all-powerful, in which case no one can control the spirit of God, or he simply does not exist and no one can control the spirit of a non-existent God.
