Illinois no longer has 21 electoral votes; it now has 20 electoral votes as of the 2010 census.

Based on their population Illinois is entitled to 18 US Congressmen. They also are entitled to two US Senators. Since 18 plus two equals 20 they are entitled to 20 Electoral votes.
