James is speaking of the 'untamable' tongue of mankind. Using analogies, he explains how an uncontrolled tongue can defile the whole body or whole person. He explains further that no human can tame the tongue but we can tame the instincts of animals through conditioning/punishments. But mankind's sinful nature causes us to use evil words and is beyond our controlling. Only with God's Holy Spirit guiding us from within, can we ever hope to bring this destructive force under control. Finally puts an end to gossip, slander, untruths, rumors, harsh words, etc...
