He has had several contradictory views on health care, and it would be challenging to figure out which ones are for genuine (possibly none of them), but the rational idea would be to assume that he is still a supporter of ObamaCare, RomneyCare, and universal health care in general seeing as he was such a strong supporter of them before he took on far right stances in time for the 2008 election.
He has good reasons to look to universal health care as well. Health care costs threaten the financial stability of the country. Everybody wants to fix the problem and efforts have been made 'around the edges' of the problem that have had little effect. One of those efforts is the reduction in provider reimbursements that is undone each session by the so-called "Doc-Fix."
The problem is the only other path versus universal health care. by some scheme, is no government health care. Americans are not the type of people who are going to let a person's health be solely determined by a person's wealth.

No. Mitt Romney has not held any political office during the entire health care debate, so it is impossible for him to have proposed the new health care law. However, many of the ideas (including the core principles of enforced enrollment and portable insurance) found in the Affordable Care Act were first implemented into law during Romney's term as governor of Massachusetts. He did not, however, originate these ideas, most of which come from several mid-1990s Republican think-tanks, and the actual law passed in Massachusetts was by a Democrat-controlled legislature (though, Romney signed it into law).

Romney and other hedge fund investors bet against it and lost! Proving there more money in Health Care Insurance as long as the "Takers" don't file for reimbursement for out of pocket expenses!
