it could be a few things as it depends on the content or the type of medical doctor but this is what I think in order of most likely to least likely. The only doctor I've seen a P.C. at the end of his name was a Mental Health Counselor like a psychologist.

Side note: Main difference between a psychologist and a psychiatrist is that a psychiatrist can prescribe medication. Psychologist treats issues through communication while psychiatrist tend to treat via medication. You would see a psychiatrist if you suffer from a form of depression and need to be on a medication. You would see a psychologist to help find way to deal with stress, breakups, and devise strategies about making life easier.
The P.C. included in a Doctors name probably came after the name of the facility he works at and the P. C. stands for private corporation, meaning he owns the facility, or part of it.
