The title PE included after ones name on a document or in the closing of a letter, or especially as the person whom is the author / draftsperson "signing" off on a working drawing (blueprint), designates the person as "Professional Engineer". Not unlike the title of your doctor (MD) dentist (DMD) or any one of many professions whereas the professional person referenced would sign, His/Her Name followed with the title abbreviation PhD certifying the author holds a doctorate degree in his/her field. Physical Education or gym class

In the context of exercise (and not shool subjects!) its an abbreviation of Percieved Exertion, which means how 'hard' or easy you percieve the session/exercise to be, so that you can compare exercises if you exercise at the same effort (as measured by a heart rate monitor) and it scores lower on your PE scale, you are probably getting a bit fitter.
