Plus-P means the cartridge is loaded to a higher compression. In short, it means it has more powder and will have higher velocity than a similar cartridge that is not plus p.

Specifically, +P is loaded to up to 10% higher pressure than SAAMI standard. if a standard 9mm luger round has a pressure limit of 35,000 PSI, then a +P load has a limit of 38,500. +P+ is anything higher than this limit, theoretically up to the proof test loading of 130-140% of standard pressure.
