He said it in the third paragraph of his speech: "Together, we have cleared away the rubble of crisis, and can say with renewed confidence that the state of our union is stronger." I enclose a link to a transcript of the speech.

I would say President Barack Obama for leaving the troops in Libya and his horrible Middle East policies and the bad economy. But he is way too resent as well as Biden. So I would say James Buchanan for post civil war policies and tearing the Union apart. But if you include recent presidents it’s Obama.

I would say so; but a lot of it is just opinion. A republican would likely say that President Obama was worse. A democrat in contrast would likely say President Bush was worse.
