¿Quien es el novio? can mean two things in English:
Who is the boyfriend?
OR
Who is the groom?
In English, "el va a ser mi novio" translates to "he is going to be my boyfriend."

It's Spanish for "I'm the groom/boyfriend."

"Yo soy tu novio" means "I am your boyfriend". The "yo" is not really necesary, since the verb form "soy" can only apply to the first person singular.
If you are referring to the best man at a wedding, it would be the 'padrino del novio.'
