"The wicked flee when no man pursueth: but the righteous are bold as a lion." (Prov.28:1)

Of this, Matthew Henry says:

"Text: - 1. Sin makes men cowards. Whatever difficulties the righteous meet in the way of duty, they are not daunted." (Matthew Henry's Concise Commentary; Prov.28)

And along the lines of cowardice, the Living Bible says:

"The wicked flee when no one is chasing them..." (same verse LVB).

God even foretold of such cowardice for His people, if they would ever turn away from His "righteousness." Their wickedness would result in unreasoning terror for their nation. And instead of their enemies fleeing when no one was chasing them... they would find themselves to be the fleeing cowards.

"...if ye shall despise My statutes, or if your soul abhor My Judgments, so that ye will not do all My Commandments... I will even appoint over you TERROR, consumption... and I will set My face against you, and ye shall be slain before your enemies: they that hate you shall reign over you; and YE SHALL FLEE WHEN NONE PURSUETH YOU." (Lev.26:15-17)

So, as Matthew Henry says... it boils down to a matter of "righteousness vs. unrighteousness" in a people.
