He was laying the foundation and philosophy of why the Declaration was important and needed.

There are many towns, counties, schools, streets, etc. named for Jefferson. There is the Jefferson Memorial on the mall in Washington, DC and the St. Louis Arch is part of a complex named for Jefferson. The attached link from Wikipedia aims at producing a complete list.
