On the right side of the beach surrounding Eartip forest. :) It is the palm tree below and to the right of the large pile of about five rocks. Use your binoculars on the left side of that tree and you will find them.

I think their mostly just for fun xD but once when Club Penguin had reports of a huge storm coming (for Halloween i believe) you could look through the binoculars and watch it get closer and worsen.... It was kinda fun to watch =3

Go to the Earton livery stable, and talk to Carmina, Master of Foxhounds. Then use the magnifying glass under Vole Hole #1. After that, go down through the forest to the bee hive, and search there. Next, go straight to the right of the equestrian park, and when you get to the beach, go north until you reach a berry patch, and search there. After finding the dust, go to the Pawneer, and northeast of the Pawneer, you will find the fox. He's near two dead trees and a rock pile. Bring the fox you find to the Earton livery shop, then go to the cotton patch northeast of the equestrian park. Use the binoculars on the right side of the right tree and talk to the owl. Lastly, go back to the Earton livery to finish the quest.
