I'm guessing this is Warhammer 40k the table top game? You can tell how many times you can hit something by the amount of attacks it has and your WS is your chance to hit.
Weapon skill is compared while in close combat to decide if you hit the opponet. The number you need to roll for each attack is determined by taking your WS stat against the majority WS of the enemy squad. There is a table at the end of the Warhammer 40,000 rule book but how I remember is: If you are better by any amount, you need a 3+. If your opponent is more then double your WS, you need a 5+. Otherwise, you need a 4+.

A summary of the blind rule in Warhammer 40K is when shooting USR, the target will take an initiative test, if the target fails the test then the WS & BS are set to 1 until the end of their next turn.

If you mean Warhammer 40,000 and Warhammer Fantasy Battle witch Warhammer online is based there was in earlier versions of the games, But much of i has been changed in the current incarnation.
WS is the Weapon Skill of a particular miniature, ranging from 0 - 10, and it represents that miniatures ability to fight in close combat, a high skill means that that model fights better in combat. WS is compared between to miniatures fighting, to decide on what roll (4+, 3+ etc) is required to hit in combat.
If you mean which company produces Warhammer that would be Games Workshop and to a far lesser extent Forge World.
If the "WS" follows a number (i.e. 32 WS) it stands for Winchester Special and is part of the name of a cartridge.
