It's a (slight variation on) a Bible verse (Proverbs 29:18), and seems perfectly clear to me: a people without visionary leaders are, ultimately, doomed.

What does visioneering mean?

ANSWER: Vision is the ability to see. Symbolically, in scripture, vision is also the ability to see ahead. "Where there is no vision, the people perish: but he that keeps the law, happy is he" (Proverbs 29:18). People who keep the law (the ten commandments) automatically have more vision. The King James "perish" is from the Hebrew "para", meaning throw off restraints. Where there is no vision people throw off restraints. The law establishes restraints in behavior and boundaries on conduct.
