What caliber is it? The length of the rifle cartridge determines if it is a long or short action.
The most common .22 rifle cartridge is the .22 Long Rifle (that is the name- it can also be used in pistols). A loaded cartridge is just under 1 inch long (25mm, or .985 inches) It has a lead bullet that is .223 inches in diameter (5.7mm). The cartridge case with no bullet is .590 inches long (15mm) There ARE other .22 cartridges- the .22 Short is the same diameter, but shorter. The .22 Magnum is slightly fatter, and longer than the Long Rifle cartridge. The .22 Long (not Long Rifle, just Long) is rarely seen today.
Those that fire a 30-06 cartridge, or a longer cartridge. Shorter than the 30-06 is a short action.
25-06 is a 30-06 necked down to .25 caliber. Like it's parent cartridge it is long action.
The 6.5 Creedmoor is considered a short action cartridge. It has a case length of 1.920 inches and is designed to fit within a short action rifle platform, which typically has an overall length of around 2.8 to 2.9 inches for the cartridge. This allows for quicker cycling and a lighter overall rifle compared to long action cartridges.

Around 1845, in France. These were .22 BB caps. It is not a BB gun, but a firearm that used a cartridge smaller than the 22 short. The .22 Short was created in 1857, the .22 long in 1871, and the .22 Long Rifle cartridge in 1887.
If the rifle is chambered for the .308 Winchester cartridge, then long or short action can safely fire it. Long or short refers to how far the bolt travels when opened. The .308 is typically a short action- the 30-06 and longer cartridges cannot cycle thru a short action, and must be used in a long action rifle.
They are different lengths (and energies) of .22 rimfire cartridges. They are the most commonly sold cartridge in the world.
