It depends on the culture. Different cultures could mean different meanings for the turtle. I do know and am familiar with what Turtle symbolises to the Native Americans, they believe in Animal Spirit guides or Animal Totems if you will. The turtle as an Animal Totem means, in basic words longevity, motherhood, or awaken to oppertunitues. It also means that turtle is a reminder to pay attention or you'll miss approaching oppertunities. Symbolises Mother Earth in recognising that she provides for all our needs. This is only symbolising Turtle to the Native Americans any other culture I'm not too sure.
