The convertor gets very hot shortly after you start your vehicle. It ensures that no unburned fuel is realeased into the atmosphere. There is an oxygen sensor in front of and behind it to measure the amount of carbon and other polutants and any excess unburned fuel. These sensors send a signal to the engine computer and make adjustments to the fuel air ratio. SO basically the catalytic convertor is the big player in controlling your vehicles polution.

They aren't. Older ones are made of copper, now it's aluminum. Platinum is used in the catalyctic converter.
try checking your catalyctic converter
look underthe truck starting from the catalyctic converter in direction of the engine. There is at two places ,wires which enter in the exhaust pipe. It's like spark plugs with electric wire. Very simple to change.
there is an o2 sensor in the engine bay behind the engine by the firewall. its under the black airbox where the air filter is. its in between the catalyctic converter and manifold. right on the pipe. you cant miss it. easy to change yourself. just take the airbox out and its simple!
I had this happen to my 04 TB.....it felt very sluggish, and took a while to accelerate (even on the highway at speeds 50-70mph). Turned out to be the catalyctic converter. Cost $800 to replace at the dealer...fixed the problem though.
If it is bad, yes. States that have vehicle inspections would notice right away the loud sound and leaking gases and not pass it without replacement. It's not at all cheap, however. You may want to have a mechanic look at it to make sure it's bad.
