"Patent" in this case means obvious or apparent. If you show patent dereliction of duty, you are obviously not doing your job.

Copyright protection does not in any way lead to arbitrary pricing. In the case of Patent there is a sort of monopoly granted to the person. However, he/she cannot charge arbitrary price. The reason for this is that a patent is granted to protect the inventor. But at the same time the patent must be worked upon and the general public must be benefited from it. In case the patent is not worked or public is not benefitted out of it at reasonable prices the patent may even be revoked or a compulsory licence may be granted.
