Filters are certain effects that you can add to your image. For example, you can use a liquify filter to give the image a watery effect. You can also use a blur filter to blur out the image. For further help on filters, click on the Help button in Photoshop.

im an artist from Deviant art and i use photoshop everyday, for more detailed istructions look for tutorials on deviantart ^^ the best thing i find is to download a filter called Eliminate White, put it into your photoshop and open it, the open your lineart and use the filter, then lock the transparency on the layer and go over it with a large black brush, then make layers underneath to colour on ^^
