Most small airports have flight schools where one can learn to pilot an aircraft. These schools have instructors who will teach the basics and show the student how to pilot. The only way to receive a license is to complete a solo flight.
The license to fly in the old world (Flight Masters License) can be purchased from the regular flight trainers in Orgrimmar and Stormwind.

There seems to be a pretty heavy concentration of larger schools in middle Tennessee. Most notably MTSU has a professional pilot degree program and flight training school.

There is no set minimum to be permitted a solo flight as a student pilot. Few instructors will permit you to solo with less than 8 hours, The average seems to be about 15 hours. You still need 40 hours of instruction to get a pilot's license.
