There is no 2 Corinthians 15-16 in The Bible. Probably you mean 1 Corinthians 15-16, or 1 Corinthians 15:16. Since 15-16 is very long, i will answer 15:16.

It says, "For if the dead rise not, then is not Christ raised".

This means that, the resurrection of the believers in the last day is dependent upon the resurrection of Christ. The fact that Christ rose from the dead is proof that those who believe in him and have died will be raised to life when He returns again from heaven. If you read the whole chapter you will understand this.
