This is an agp (video card slot) driver for a motherboard using the SIS chipset (eg. ASUS motherboard). "WHQL" is an acronym for Windows Hardware Quality Lab. When a driver is labeled "whql", it means the driver was tested by Microsoft for compatibility with their software (operating system).
There is no singular driver for this (or any other, really) motherboard. Each device on the board (graphics, IDE controller, sound, etc...) has its own driver. In the "Related links" section below is the page for downloads of drivers for this motherboard on the ECS website.
You can go to the manufacturer's website and look up drivers for your specific computer model. Download and install the audio drivers. If the sound is built-in to the motherboard, the audio driver may be within a chipset/motherboard driver.
